Eldridge council members boosted their budget to $10,000 for an external investigation of harassment complaints filed by city administrator Lisa Kotter and building inspector Ray Nees. At a 30-minute meeting Sept. 9, the council raised the budget from $5,000 approved earlier this month, and added up to $1,000 for the same firm to investigate a citizen’s complaint against Nees.
