Scott County Conservation Board chairman Skip O’Donnell, and director Roger Kean, congratulate County Park Ranger Josh Sabin for rescuing a capsized boater at West Lake Park Aug. 6. Sabin plunged into the lake after an elderly kayaker with no life jacket tipped his boat. His wife on the shoreline alerted Sabin, who removed his duty gear, dove in and pulled the man and boat to safety.
